摘要
黄河三角洲高效生态经济区开发建设已经上升为国家战略。依据循环经济理论、党和国家发展循环经济的战略认识和实践以及黄三角的客观条件,从确保实现完成国家"十一五"规划节能减排目标和转变黄三角经济发展方式的层面来看,循环经济作为一种符合高效化和生态化的经济形式,非常符合黄三角开发建设的实际需要。努力探求循环经济发展模式,更好地实现资源高效、永续利用和生态保护,成为黄河三角洲高效生态经济区建设的必然选择。
The development and construction of the Yellow River Delta high-efficiency ecological economic zone has risen for the national strategy.Form the perspective of the circular economy theory,the Party and States strategic understanding and practice for circular economy development,the objective conditions of the Yellow River delta,and ensuring to realize the ＂11th Five-Year Plan＂,achieving national energy saving and emission reduction targets and transforming the economic growth mode of the Yellow River Delta,circular economy,as a kind of high-efficiency and ecological form,very much accords with the actual needs of the development and construction of the Yellow River Delta.To explore the circular economy development mode and better realize resource efficiency,sustainable utilization and ecological protection has become an inevitable choice for the construction of the Yellow River Delta high-efficiency ecological economic zone.
