摘要
科研水平的高低和实力强弱成为衡量一所高等学校办学水平的主要标志。本文从高校建设教学研究型大学的定位出发,通过分析我国高校科研管理的特点以及存在的部分问题,阐述科研绩效评估对科技人才的激励作用,以及推动学科建设的重要性,进一步证实高校科研绩效评估是提高高校科研质量和经费效益的重要手段。
The overall quality of a university or college mainly relies on the level and strength of its scientific research.Contributing to the construction of a teaching-research university,the thesis has a close look on the present situation of the scientific research management in the universities and colleges,including the features and existing problems.Further it puts emphasis on the inspiring effects of the performance evaluation on the cultivating the scientific talents and impelling the academic development,which offers a sound proof that the performance evaluation is an important means of improving the quality of scientific research and increasing the funds benefit.
