摘要
利用环境保护标准对国际自由贸易进行限制是大势所趋,有必要加强研究.环境保护标准中产品的"生产过程和生产方法"(PPMs)标准既有促使企业提高产品的环境标准、增强国际竞争力的作用,又有被滥用的可能性.可持续发展战略决定我国的应对策略:对于与产品有关的PPM(sPR-PPMs)标准应遵守相应的国际条约义务,对与产品无关的PPMs(NPR-PPMs)标准应该区别对待,对涉及加工方法的NPR-PPMs标准可以有条件地承认,对涉及生产方法的NPR-PPMs标准应该抵制.
It is a development tendency to restrict international free trade by taking advantages of standards of environmental protection. Study on influence of standards of environmental protection upon international free trade should be reinforced. Standards of PPMs （Process and Production Methods）, which belongs to standards of environmental protection, could not only urge enterprises to improve environmental standards of their products to enhance their products＇ international competitiveness, but also be abused. Chinese countermeasures against this development tendency, which are decided by Chinese sustainable development strategy, include： China should undertake relative international treaties＇ obligations stipulated by standards of products-related PPMs （PR-PPMs）; and China should treat standards of non-products-related PPMs （NPR-PPMs） respectively - China should conditionally accept processing method related standards of NPR-PPMs and resist production method related standards of NPR-PPMs
