摘要
在社会主义新农村建设的背景下,我国农村基层民主建设面临很多新的问题与矛盾,农村经济发展相对滞后、农民民主意识淡薄、法律及规章制度不完善等都制约了农村基层民主的发展,为此我们要采取相应的对策来解决这些问题,推动农村基层民主建设走向更高的层面。村民自治仍然是基本形式,此外还应在发展农村经济,提高农民素质上下功夫,探索多样化的民主模式。
With the background of building a new socialist countryside,our democracy construction at grass-roots level in rural area is facing many new problems and contradictions.The development of democracy in rural area is conditioned by many factors such as sluggish rural economic development,farmers＇ weak democratic consciousness and incomplete legal and regulatory framework.We should take certain measures to solve these problems and then push forward the democracy at grass-roots level in rural area to a higher stage.Villagers＇ autonomy is still the basic form.In addition,it is suggested to develop rural economy,improve farmers＇ quality and explore into diversified mode of democracy.
