摘要
为充分发挥地面系统在遇险通信中的重要作用及提供地面系统模拟器研发的理论基础,综合相关法规要求、地面通信设备和天波传输特点,对地面系统的遇险通信过程进行了系统研究。提出地面系统遇险通信应遵循"同波段"的原则,得出通信各方相互协调的关系模型。协调性通信关系模型不仅有助于船、岸各方高效利用地面系统实现遇险报警和通信,对于全球海上遇险与安全系统地面系统模拟器的研发也具有借鉴意义。
In order to take advantages of terrestrial sub-systems in distress communications and to provide a theoretical foundation for simulator development of terrestrial systems,the process of distress communications of ground sub-system is studied systematically covering related legal requirements and the characteristics of terrestrial radio equipment and sky waves.Based on the principle that all distress terrestrial communication should be on same band,a relational model of coordination is established.This model is helpful for the parties to make use of terrestrial systems efficiently for distress communications.It is a reference for development of concerned simulator as well.
