摘要
本文首先利用随机前沿方法测算了全国20个省份的高技术产业在1996~2007年间的R&D全要素生产率增长情况。以此为基础,本文利用面板计量模型就市场化和政府介入对中国高技术产业R&D全要素生产率的影响进行了分析,发现市场化程度对我国高技术产业R&D全要素生产率的增长有着显著的正向影响,而政府介入程度有着显著的负向影响。其中,市场化程度每提高1%,将促使高技术产业R&D全要素生产率在1996年的基准上提高0.82%,政府介入程度每提高1%,将促使高技术产业R&D全要素生产率在1996年的基准上下降0.59%。
Firstly, this paper used Stochastic Frontier Analysis to calculate the R&D Total Factor Productivity increase of 20 provinces' high-tech industry in China from year 1996 -2007. Based on these data, this paper used panel data model to analyse the effect of marketization and government intervention to the R&D Total Factor Productivity increase of China's high-tech industry. We found that marketization has signific positive impact to the R&D Total Factor Productivity increase of China's high-tech industry, and government intervention's is signific negative impact. Once the marketization increase 1% will promote the R&D Total Factor Productivity increase 0.82% on the lever of year 1996. Once the government intervention increase 1% will make the R&D Total Factor Productivity decrease 0.59% on the lever of year 1996.
