摘要
上海国际航运中心将建设成为全球航运资源的配置中心,这一功能将沟通全球航运资源、产业资源与长三角、长江流域地区航运资源、产业资源的循环。为形成各种资源的集聚和发散效应,必须形成上海国际航运中心的开放的资源配置要素组合功能,在国际航运发展试验区内,在现有的保税区、保税港区、综合保税区境内关外政策基础上,推进资源配置要素组合功能的各种政策、管理等多项试验。
The Shanghai international shipping center will be built to be the global shipping resources disposition center,this function will make the circulation of global shipping resources,industrial resources between the world and the Yangtze triangle area,the Yangtze valley area.To make each resource to gather with the radiation effect,the Shanghai international shipping center has to form an open combination function of resources disposition factor.In the international shipping development comprehensive trial zone,on the bases of policies of those existing Waigaoqiao Free Trade Zone,Yangshan Free Port Area and Synthesis Free Trade Zone,experiments on combination function of resources disposition factor should be carried out.
