摘要
认为我国矿工维权意识淡漠的现象是由矿工个人维权意识低、相关法律存在缺陷及社会保障制度不完善等原因造成的。提出我国应当充分发挥政府、工会的作用、建立矿工参与机制、完善程序性法律、完善培训制度、发展社会保障制度,逐步提升矿工的维权意识。
The phenomenon that coal miners are indifferent to protect their rights is caused by the facts such as the poor sense of right-defending on the part of coal workers,shortcomings and imperfections in relevant laws and regulations and insufficient social security system,etc.Authors of this paper propose that some measures should be taken to create conditions for the miners to exercise their rights by enhancing their awareness of rights protection gradually.The measures include bringing into full play the functions of governments and trade unions,establishing mechanism in which coal miners can participate,improving procedural laws and training systems,developing and improving the social security system so as to improve coal workers＇ right-defending sense gradually.
