摘要
重大突发事件紧急救援体系,是国家应急体系的血脉、是各级政府提高突发事件管理决策水平和紧急救援效率的现代高科技手段的载体。文章从突发事件紧急救援联动指挥中心平台、紧急救援指挥系统基础平台、救援指挥系统解决方案功能、突发事件紧急救援全程管理、紧急救援管理系统运行流程等方面入手,探索了构建突发事件紧急救援指挥响应机制的框架,为迅速处理突发事件、提高紧急救援的有效性了提供了理论指导。
The important emergency system is the veins of the national emergency system, which is the modern high-tech means of carrier for governments at all levels that improve emergency management decision-making level and the efficiency of emergency rescue. From the linkage command center platform for the emergency rescue, basic platform for the emergency command system, the function and the solution program for the rescue command system, the full managment for emergency rescue and the progress for the emergency command system, this article explors and constructs the frame of the emergency rescue command responding system which is to supply theoretical guidance for dealing emergency in time and improve the efficiency of emergency rescue.
