摘要
改革开放以来,随着向市场经济体制的转轨,中国传统社会福利制度也进入了改革与转型期,即中国社会福利事业正在向社会化、现代化的新型社会福利制度迈进。通过一系列改革,中国社会福利事业获得了较快发展,职工福利逐步向其原本的性质、地位和功能回归,民政福利逐步由补缺型向适度普惠型转变,社区服务成为重要的具有社会福利性的服务行业。在我国,一个以国家、集体兴办的社会福利机构为骨干,以社会力量兴办的社会福利机构为新的增长点,以社区福利服务为依托,以居家供养为基础的社会福利体系正在形成。
With the transition to market economy system,China＇s traditional social welfare system has entered the period of reform and transition since reform and opening up.At the present stage,the new social welfare of China is making forward to socialization and modernization.Through a series of reforms,China＇s social welfare develops rapidly,for example,employee＇s welfare gradually returns to its original nature,status and function,civil welfare gradually transforms from the remedial-type to the moderate Pratt Whitney-type,and community service has become an important social welfare service industry.The social welfare system is taking shape,which takes the social welfare institutions that are set up by the country and collective as its backbone,which takes the social welfare agencies that are set up by social forces as its new growth point,which takes the community-based welfare services as its backing,and which takes home-support as its base.
