摘要
卫生改革与发展进入关键时期和攻关阶段，进行医疗保险制度改革，实施区域卫生规划，发展社区卫生服务提上重要日程。以医疗服务需求为导向，调整医疗机构的宏观布局和功能定位，实行医疗机构内部配套改革，暂停医院评审势在必行。原医院评审注重医院微观结构、过程的评审，“争创”等级医院成为主要激励机制。自我扩张，盲目发展，远离构建完善卫生体系的总目标。本着认真总结经验，找准问题的“关于医院评审工作的通知”精神，就医院的评审目标、政策导向、社会满意度，以及评审的办法等谈其个人意见，以供暂停之后的医院评审工作参考。
Reform and development of health care in China comes to a critical moment,that is to reform the system of medical insurance,to implement community health care plan and to develop community health care services. This should be put on the order of the day. In the guidance of the demands of health care services, it is imperative to adjust general layout of health institutions and to define its functions as well as to carry out its internal reform. It is the right time to stop hospital accreditation for the time being. In the past the hospital accreditation emphasizes more on the hospital structure and the process of assessment that becomes the motivation of hospital to strive and create for being a graded hospital. Oneself expansion and blind development in hospital makes the hospital accreditation of its original objective to form an integrity health system. Making a summary of the hospital accreditation seriously and finding out the problems in processing is the Key point of “An announcement on Hospital Accreditation”. I herewith express my personal opinion concerning the objectives of hospital accreditation,the guidance of policy,the satisfactory in public and the way of accreditation. It is only for consideration after temporary stop hospital accreditation.
