摘要
熟练劳动力跨国移民对于发展中国家的影响近年来颇存争议。本文以专业分工理论为基础,围绕人力资本积累,讨论了熟练劳动力跨国移民对移出国经济发展的影响。分析显示,不管是传统文献所强调的短期的"人才流失",还是新近研究所提出的长期的"人才收益",其经济影响都要视人力资本结构的变化而定。只有当移民有利于专才型人力资本的存量增加,从而促进社会分工程度提高时,才会从根本上推动发展中国家经济的增长,最终实现人均收入向发达国家收敛。
The debate about the consequence of the migration of skilled workers has intensified in recent years.Focusing on human capital accumulation,this paper discusses the effect of emigration on economic development in source countries based on the specialization theory.The result shows that either ＂brain drain＂ or ＂brain gain＂ caused by the migration,its economic consequence is affected by the changes of the composition of human capital.Only when migration can promote the stock of human capital and raise the level of specialization,it can be really beneficial for economic development,and make the source countries ultimately accomplish convergence to the destination countries.
