摘要
探讨了森林资源特性与林业部门政府职能的关系，提出了林业部门的政府职能要以政府生态管理为核心，以经济职能和社会服务职能为重点；政府职能转变要以生态文明建设为目标，以现代林业建设思想为指导，不断扩展林业的发展空间和社会服务功能，为社会提供良好的生态环境和生态服务。
Ecological civilization construction is an important strategic task in the new era of China. Forestry is the subject of ecological construction and plays an important role in ecological civilization construction. In this paper the relationship between the forest resource characteristics and government functions of forestry department is discussed. Base on that, we emphasize that the governmental ecology management is the core, and economic function and social service function are important functions of forestry department. In order to promote the ecolog- ical civilization construction, we suggest that transformations of forestry government functions shall take ecological civilization construction as its goal, modem forestry construction as its guide, expand forestry development and so- cial services function, provide high-quality ecological environment and ecological services for society.
