The ability to compete against the other systems in the service market is one of the basic requirement of a modern telecommunications system. The developmenet of the Iridium Satellite Mobile Communications System embodies a kind of modern design methodologies which requires that the designers should pursue competition superiority for the system in his planning and designing. The superiority can be sought by deciding a correct kernel idea and by searching an optimum state of the system in the 4 D (4 Dimension) space which is constituted from function dimension, ecnomic cost dimension, time dimension and development dimension.
