摘要
实施"高教强省"战略以来,黑龙江省高教事业在得到了快速发展的同时,全省高职教育内部也出现了只注重数量不注重质量和结构的粗放型发展方式,导致了专业设置与市场需求存在脱节现象,实践教学的比例和教学质量都比较低,没有全面推行严格的职业资格证书制度,师资队伍整体素质不高等诸多问题。实施高教强省战略,高校必须树立先进的办学理念,构建起内涵发展模式;必须以服务地方经济为宗旨,创建特色高职人才培养模式,必须全面推行与国际接轨的职业资格认证体系和"双证书"制度。而加强师资队伍建设,强化社会服务功能,着力改善发展环境,完善高等职业教育质量监督评估制度等是构建高职发展的内涵的前提。
After taking the strategy of powerful province with higher education,Heilongjiang Province quickly develops its higher education,while some problems also appear in this process,such as the extensive development mode focusing on quantity but ignoring quality and structure,which leads to dislocation between specialty establishment and market demand,low proportion and quality of practicing teaching without carrying out the vocational certification system strictly,and inferior teachers＇ quality.Therefore,higher education must establish connotative development mode-an advanced idea of running college,create special talent training mode to serve local economy,and take vocational certification and double-certification system to meet with the international demand.Furthermore,the precondition of connotation development for higher vocational education is to enhance teachers＇ quality and development environment and function of social service,and improve supervision and evaluation system on the quality of higher vocational education.
