摘要
国民政府在完成北伐、统一全国到溃逃台湾这20多年的时间里,迫于国内的形势和民族危机的日益加深,先后两度提出了"开发西北"、"建设西北"的口号,掀起了两次"西北开发"的热潮。促成开发西北热潮的形成其原因是多方面的,也取得了一定的成绩。在这中间,国民政府上层人士对西北开发也提出了很多切合西北实际的看法和主张,并且多次赴西北各省进行实地考察,在西北开发中扮演了重要的角色,诸如戴季陶、宋子文、蒋介石、朱家骅等一些显要人物起到了非同一般的作用。本文在分析其相关言论的基础上,对其关注西北开发的原因进行了深刻剖析,同时也对个人所发挥的作用进行了中肯的评价,认为由于国民政府上层人士所处的特殊位置,其个人的作用是不可小觑的。
The Kuomingdang Government put forward the slogan of developing the Northwest twice during over twenty years from the Northern Expedition and unifying China to its fleeing to Taiwan.The strained internal situation and national crisis forced the Government to do so,and certain achievements were gained.Some officials of the upper circles,such as Dai Jitao,Song Ziwen,Chiang Kaishek and Zhu Jiahua,made investigation in the Northwest many times and gave useful advices during the period of time.This article analyses the reasons why they paid so much attention to the Northwest development and evaluates them on the basis of dissecting their words.The main view of the article is that certain important officials played a positive and irreplaceable role during the history of developing the Northwest.
