摘要
国家工程研究中心(NERC)是国家创新基础能力建设的重要组成部分。对1992年以来国家有关部门发布的有关NERC的政策文本进行了分析,从政策的发起背景、政策数量分布、政策参与部门、NERC的建设思路、政策工具等五个方面考察了NERC政策的演进历程。在此基础上,从政策连续性、政策互补、政策交叉、政策缺失、政策矛盾等五个维度研究了NERC政策的协调状况。研究结果表明,NERC的建设思路及支持NERC建设的政策工具都发生了较大变化;NERC政策的连续性和互补性较好,但也存在政策交叉、缺失和矛盾现象。
The building of National Engineering Research Centers（NERC） is an important part of national innovation system in China.The paper has collected the NERC policies which were issued since 1992,and examined the evolution process of NERC policies from five aspects,including the setting-up context,the number distribution of NERC policies,the departments involved in policy formulating,the different views on NERC building,and policy instruments.The paper has also investigated the coordination status of NERC policies from five dimensions,including policy consistency,policy complementarity,policy overlapping,policy deficiency,policy contradiction.The results indicate that both the policy ideas on NERC building and policy instruments have undergone important changes;NERC policies show good consistency and complementarity,but they also show the phenomena of policy overlapping,deficiency,and contradiction.
