摘要 通过科技投入与产出、科技对经济和社会的影响等评价准则构建科技评价指标体系,采取熵值修正的G1法对指标体系进行组合赋权,建立了基于熵值修正G1组合赋权的科技评价模型,并对北京、上海等14个省级行政区的科技发展水平进行评价。文章的特色与创新首先是通过科技对经济的影响等4个评价准则建立了反映科学发展观内涵的科技评价指标体系,其次是通过熵值修正G1法对指标进行组合赋权,使得权重反映了专家意见和数据信息,避免了G1主观赋权中的指标重要性比值人为主观确定,缺少客观依据的问题。 This paper constructs the science and technology evaluation indicator system through rules such as science and technology input and output, impact of science and technology on economy and society. This paper builds the science and technology evaluation model based on entropy - revised G1 combination weighting and evaluates 14 provincial capitals. The contribution and characteristics lie in two aspects. First, based on four evaluation rules, it sets up the science and technology evaluation indicator system which reflects the principle of Scientific Outlook on Development. Second, the combination weighing method can reflect expert opinion and data information, which avoids the problem of deciding the importance of indicators subjectively and lacking of objective basis.
