摘要
电子信息服务产业是发展信息产业、先进制造业和现代服务业的核心,自然成为各城市发展高端产业、优化产业结构的重中之重。立志引领西部信息产业发展的重庆,由于历史原因造成外生比较优势大多集中在装备制造业。但是,从动态比较优势的角度考察,重庆市可以通过"自我创造"的过程进入内生比较优势良性循环。这种"自我创造"的动态比较优势战略包括通过西三角经济圈的区域合作、优势互补功效创建的区域产业发展平台以及通过发展海外战略联盟创建的世界市场平台,培育优势,依托区域和城市之间的动态良性大循环谋求持续性发展。
IT-based service is so significant for IT industry, advanced manufacturing and modern service industry that it is becoming one of prior industrial-ization policies of various municipal governments. Chongqing has traditionally been developing manufacturing which embodies its comparative advantage as cheap labor without sophisticated skill. According to the theory of dynamic comparative advantage, Chongqing is supposed to go through a self-learning process and adopt a series of dynamic comparative advantage strategies based on the cooperation from western delta region to global strategic investment to reach the goal of be an IT leader in western region by 2020.
