摘要
农村公共基础设施建设是社会主义新农村建设的重要内容之一,直接关系到农业生产条件的改善和农民生活质量的提高。通过分析衡水市农村基础设施现状和存在的主要问题,认为进一步搞好新农村基础设施建设应从转变观念,强化政府对农村基础设施建设的责任和组织领导;广泛融资,建立以政府投入为主的多元投入机制;创新管理,建立健全有效的农村基础设施管理体制与机制等方面入手。
The rural public infrastructure construction is one of the important contents in New Socialist Countryside Construction, which directly related to the improvement of agricultural production condition, and the raising of the peasants＇ life quality. Through analyzing the current situation and problems of rural public infrastructure construction in Hengshui,the article held that further developing the rural public infrastructure construction of Hengshui should be embark from changing concept, consolidating government responsibility and organization and leadership in the rural public infrastructure construction; establishing the system of multiple investment which takes the government as the main body; innovating the management, establishing and perfecting effective the management system and mechanism in the rural public infrastructure construction.
