摘要
随着我国经济的快速发展,农村劳动力向城市转移表现出不可逆转的趋势。农村劳动力转向城市,无疑在城市的发展和农民的增收等方面起到了积极的促进作用。但是,农村"精英"的外流,同样会对作为流出地的农村的发展产生一定影响,特别是我国提出"建设社会主义新农村"的目标以后,农村更需要大量的建设人才。文中分析了农村劳动力外流对新农村建设产生的影响,提出了相应的对策与建议:调整农村产业结构、加快小城镇建设,加强农业后备军建设,建立健全促进高素质劳动力从事新农村建设的长效机制。
With the rapid development of China′s economy,rural surplus labor force transfer to the urban is the specific phenomenon and irreversible trend. Undoubtedly,rural surplus labor force transfer to the urban has a positive promoting effect on the development of urban and increasing farmers′income.However,the outflow of elites will have influences on the development of the rural areas.Rural areas need a large number of talents after our country putting forward the target of building new socialist countryside.Therefore,on the basis of studying the parts of rural areas in Jilin province,this paper analyzes the dilemma of rural labor force outflow and its influences on the new countryside construction.It also presents the relevant advice and countermeasures,with the expectancy of providing beneficial practical reference for the new rural construction′s development strategy.
