摘要
整理分析美国艾奥瓦州2008年特大洪水的雨情、水情和灾情;验证该次洪水的稀遇程度;指出洪灾统计资料因未作资料一致性处理,无法应用水文统计法推算其稀遇程度,将洪水的稀遇程度等同于洪灾的稀遇程度缺乏科学根据;举例说明中国水文水利专家不提洪灾的稀遇程度;提出了几点认识和建议。
This paper analyzes the raining status, water status and the disaster status of 2008 Iowa State catastrphic flood in the U.S.A. It verifies the rareness of the 2008 Iowa State flood. It points out that the statistics of the flood disaster was not processed with information consistency, thus, the rareness of the disaster can not be deduced by hydrology statistics. In addition,mixing up the rareness of the flood with the rareness of the flood disaster is lack of scientific foundation. This paper uses some examples to show that the Chinese hydrology professionals did not mention the rareness of the flood disaster. It then provides several comments and suggestions.
