摘要
党的十七届三中会会明确提出:要完善农村社会管理体制机制,保持农村社会长期和谐稳定。近年来,山东省在这方面进行了积极地探索。社会主义新农村的构建离不开强有力的农村社会管理。提高农村社会管理水平需要在发挥政府作用、建立制度和机制等方面做出努力。
