摘要
2009年8月17日,俄罗斯最大的萨扬·舒申斯克水电站发生重大事故。事故造成75人死亡,13人失踪,受损水电站修复至少需要130亿美元的巨大经济损失和广泛的社会负面影响。为了吸取有关教训,防止类似事故在我国发生。文中较详细介绍了俄罗斯政府公布的"萨扬.舒申斯克水电站事故原因技术报告书"的主要内容及笔者对事故的一些思考。
On August 17,2009,a major incident occurred in Russia＇s largest hydropower plant,Sayano-Shushenskaya.It has claimed 75 lives and another 13 are missing.The price tag to rehabilitate the damaged hy-dropower plant reaches a staggering $13 billion,producing an enormous economic loss,and the incident has al-so brought about widespread negative social impacts.In order to learn from the fatal lesson and prevent this kind of disastrous accidents from happening in our own country,this article expatiates on the main contents of the ＂Technical Report on the Cause of the Sayano-Shushenskaya Hydropower Plant Incident＂ issued by the Russian government,and also gives some thoughts of the author about this incident.
