摘要
以环中国圈中俄印三国的战略合作推动世界经济政治稳健持续发展的反危机对策为出发点,在美元、欧元的货币格局上大胆创意构建第三极"货币合作"机制,改变现有世界经济的金融风险结构和英美市场经济"经典模式",对于整个亚洲乃至世界都有显著的战略意义。后危机时代,应当加强中俄印经济合作,加强经济合作对货币合作的主动引导功能,将经济合作作为货币合作的基础,以中俄印区域经济政策的协调、区域融资便利机制的构建、债券市场与危机预警体系的建立以及货币合作监督机制的建立作为切入点,构建中俄印三国货币合作循环模式。
This paper proceeds from strategic cooperation among China, Russia and India in the China-rim as an anti-crisis strategy for promoting stable and sustained economic and political development worldwide, and proposes to construct the third pole in ＇ monetary cooperation ＇ in addition to the monetary pattern of the US dollar and pound sterling and to transform the financial risk pattern in the world economy and the ＇ classic paradigm＇ of market economy in the UK and US. This is of great strategic significance to Asia and the world. In the post-crisis era, China, Russia and India should promote economic cooperation, strengthen the active guidance of economic cooperation to monetary cooperation, and base monetary cooperation on economic cooperation. They should also proceed from coordinating regional economic policy, constructing regional financial facilities, and establishing a bond market, a crisis forewarning system and a monetary cooperation supervision mechanism to build a circular pattern of monetary cooperation.
