摘要
高校教师是学校提高教学质量的人力保障,从分析高校教师人力资本的特点入手,解析了基于监督与约束的教学质量监控体系对人力资本发展的影响,提出了从约束走向激励的改进原则,并提出了以释放潜能为目的建立教师队伍可持续发展的长效机制;以激发动机为手段建立效用最大化的激励相容机制;以持续改进为主题建立多渠道的信息收集和反馈机制等改进对策。
University teachers are the human resource quarantee to improve teaching quality.The paper analyses the characteristics of university teachers′ human capital and the influences to the development of human capital of the teaching quality monitoring system based on the supervision and restraint.We put forward the improvement principle that is "from constraint to incentives".We also put forward the improvement measures to release the university teachers' potential by building the long-term mechanism for the sustainable development of teachers,to inspire the university teachers' motivation by building the incentive compatibility mechanism to utility maximization,to improve the university teachers′ enthusiasm by building multi-channel information collection and feedback mechanism.
