摘要
从长远看,我国集约化供水的投资体制改革,主要应从政府职能、经营机制、水价改革、多元化投资等多方面入手。在管理体制方面,应该建立供水工程管理模式的选择与管理机构,注意管理机构的职能设置与人员合理分工。保障措施包括:建立可持续发展的水资源统一管理体制,加快市场化改革,推进政企分开,整合国内资源、提高竞争力,完善水权制度以及水价形成机制,谨慎对待外资进入我国水务行业。
In the long run,investigation mechanism of urban-rural intensive water supply must reform from multi-aspects such as government function,operation mechanism,water price reform,diversification of investment and so on.For the management system,we should establish institutions to select and manage the model of water supply project,and pay attention to the function of regulatory bodies to set a reasonable division of workers.The supporting measures include：establishing the water resources management system in a sustainable development,speeding up market-oriented reform,promoting separation of government administration from enterprises,integrating domestic resources to increase competiveness,improving the water price and its formation mechanism,treating foreign capital carefully.
