摘要
福建省集体林权制度改革发端于龙岩,龙岩林改起源于武平。龙岩林改围绕"一个明晰,二个有偿,三条原则,四个实现"的目标开展。林改后,基本实现了"山有其主、主有其权、权有其责、责有其利"。面对新情况和新问题,必须进一步深化林业社会化服务和支撑体系、森林资源流转体系、林政资源管理体系等综合配套改革。
The reform of collective forest right system in Fujian starts with Longyan city, which in turn originates from Wuping County. The reform in Longyan city centers around the target of ＂clearness, compensation, principle and realization＂. After the reform, the goal of ＂ownership, rights, responsibilities and benefits＂ has been achieved. Faced with new situations and problems, the comprehensive reform of forest socialized service and support system, forest resources transfer system and forest resources management system should be strengthened.
