摘要
科学、准确地衡量一个地区城乡统筹发展的真实水平是实施统筹城乡发展的基础和前提。然而,目前关于城乡统筹的评价多是衡量城乡之间的综合差距,忽视了城乡统筹是发展到一定阶段的产物这一历史前提。尝试建立基于发展基础的城乡统筹评价体系,并以山东省为例进行实证分析,结果表明该方法更能全面、科学、客观地评价城乡统筹发展水平,实践指导性强。
Scientific and accurate measurement of the real level of urban-rural integrated development is the foundation and precondition of making overall planning for urban-rural development. Urban-rural integrated development is the product of socio-economic development at a certain stage, which, however, is often neglected in many studies on the level of urban-rural integrated development. The author attempts to establish an evaluation system of integrated development between urban and rural areas based on the level of development. After a case study of Shandong province, the system is proved to be scientific and practical.
