摘要
城乡二元分割体系的存在使现有的社会保障制度没有把失地农民纳入进去。为此,应本着公平与效率的原则,严格征地范围,控制征地规模,完善征地程序;改革完善现行的征地补偿安置政策,采取灵活多样的补偿安置方式,给失地农民提供综合社会保障;建立失地农民社会保障基金的多元化筹集渠道,保证资金的保值增值;加强监管,完善相关法律,为失地农民提供立法保障;为失地农民提供职业教育和技术培训的机会,促进失地农民非农就业,提升其就业力。
With the further process of Chinese industrialization and urbanization, more and more peasants lose their lands. But due to the long standing dual framework of city and countryside,they haven＇ t been included by the social security system. So with the guidance of equity And effficiency,we should control the scope and scale of land expropriation and perfect the procedure of expropriation; perform the current compensation policy and elevate the compensation standards ; build pluralistic routes of the social security funds and keep the maintenance of funds value and added value; Strengthen supervision and perfect legal system; provide the opportunities of good technical training and improve the employment capability of the landless peasants .
