摘要
随着经济社会的发展,越来越多的环境问题日益凸显,跨区域环境纠纷时有发生。为解决我国现阶段跨区域环境监管中存在的诸多问题,环境监管部门应该根据无缝隙组织理论,按照环境问题产生发展的内在规律,按区域、流域生态系统划分界限,建立无缝隙的跨区域环境监管模式。为此首先要重新整合目前的环境监管体制和环境监管资源。为使以顾客为导向的监管模式不只是一纸空文,有法可依、有规可循,首先要建立环境权体系,必须在明确了环境权的同时,加大公众参与的力度。
With the development of society and economy, more and more environmental problems happened including transregional problems. To solve these problems, environmental monitoring organizations should follow the seamless organization theory and inherent law occurrence to divide boundary of environmental problems by the ecological system of the water shed, then set up a seamless trans-regional monitor model. For this purpose, the existing resources of environmental monitoring must be integrated to establish environment right system and improve the public participation.
