摘要
从《易制毒化学品管理条例》和《易制毒化学品购销和运输管理办法》（公安部第87号令）中规定的易制毒化学品购买和使用管理的具体条款出发,较为详细地分析了第一类和第二类、第三类易制毒化学品在审批机关、审批期限和使用台帐等方面规制的不同要求,并以天津大学易制毒化学品的管理实践为例,探讨高校易制毒化学品管理实践中应注意的问题,并提出了一些可行性建议。
Based on the articles of purchasing and using management listed in Regulation on the Administration of Precursor Chemicals and Rules on Purchase,Sale and Transportation of Precursor Chemicals,this paper tries to tell the different requirements on several regulations concerning approval organization,approval term,registering management,etc.among the 1st Precursor Chemicals,2nd Precursor Chemicals and 3rd Precursor Chemicals.Taking the Precursor Chemicals Managing practice in Tianjin University as an example,this paper discusses some problems on Precursor Chemicals management and practice in colleges and universities and provides some feasible advice.
