摘要
核安全事故的主因不是技术而是人因,人既是安全的维护者也是安全事故的制造者,因而人因控制问题是安全文化的中心问题,而影响人之行为的核心因素是安全价值观念,特别是安全伦理观念,且安全问题与利益关系密切相关,因此安全问题不是个简单的技术问题,本质上是个伦理问题,所以安全伦理是安全文化的核心和灵魂。安全文化应倡导有利于培养安全素质和安全责任的伦理观念。
The main reason for nuclear safety accidents is human factors rather than techniques.Since human is both the guard of safety and the accident maker,how to control human error has become a crucial issue in safty culture.It＇s believed that people＇s behaviors are under the impact of their ethics,especially the ethnical concept of safety,which has a close connection with their interests.Therefore,safty problem is not a simple technical problem one,but in essence,an ethical problem.Thus,safty ethics is the heart and soul of safety culture.Safety culture should advocate an safty ethics philosophy to foster people＇s safty quality and responsibilities.
