摘要
中国粮食市场与粮食政策60年的发展历程呈现出七大变迁特点:一是粮食市场演进基本是以政府强制性变迁为主导;二是粮食市场经历了由短缺到供求大致均衡、由政府定价为主到市场形成价格的演变;三是粮食产量波动与价格波动既受经济周期影响,又与改革进程高度相关;四是粮食产量与粮食价格呈明显相关性和周期性变化,且价格波动幅度高于产量波动幅度;五是粮食人均产量经历了由不足——基本满足生存——追求更高生活质量的演进历程;六是粮食兼具农产品、工业品与金融产品的属性特征日益明显;七是影响粮食价格波动的因素由"粮食政策调整或供给变动"向更复杂和更多元化的因素转变。
Based on the development history of China' s grain markets and grain policy from 1949 to 2008, the transition of China ' s grain market presents seven characteristics. First, the development process of grain markets was driven mainly by obligatory change of government. Second, grain market experienced the alteration from shortage to equilibrium of supply and demand and the price formation evolved from government-oriented price to market-oriented price. Third, the fluctuation in grain production and grain price was influenced not only by economic cycle but also by reform progress. Fourth, grain production and grain price were closely relevant with periodical changes, and the range of price fluctuation was higher than that of production fluctuation. Fifth, grain production per capita experienced the evolution of "insufficiency, basic survival, well-off life" process. Sixth, grain increasingly had the attributes of agricultural product, manufactured goods and financial product. Seventh, grain price was previously influenced by food policy or supply-demand, and it turned to be influenced by more complicated and more diversified factors.
