摘要
构建能够切实满足公民文化需求的公共文化服务体系是建设服务型政府的重要内容。文章在归纳目前公共文化服务体系建设存在问题的基础上,认为文化与服务观念的双重淡化、规则制定与行为监督的缺位、全能政府模式的习惯性越位、政府职能重点与引导的错位、部分政府服务职能履行不到位等是重要成因,并进而从政府职能定位与履行的视角分析了解决问题的几个路径。
Build civil culture to effectively meet the needs of the construction of public cultural service system is an important service oriented government. Based on summarizing the current construction of public cultural service system, the article considers that culture and service ideal dual desalinations, rulemaking and behavior monitoring absence, the customary all powerful government model offside, focus and guide the government＇s functions of the dislocation, some the functioning of government services are not in place and so is an important cause, and thus orientation and performance of government functions from the perspective of several paths to solve the problem.
