摘要
实现产业升级,建设高端产业城市是我国已率先实现工业化城市经济发展的客观要求。根据"保增长、促转型"宏观政策目标的要求,优先产业内选择是建设高端产业城市的现实选择。但是,根据国内国际经验,产业间升级的可能性并不低于产业内升级,并对产业升级提高度更大,且呈加速趋势。据此,产业间升级应该成为建设高端产业城市的战略选择。产业升级路径是由其比较优势演化路径所决定的,建设高端产业城市需要生产要素层级从"自然资本"向"创造资产"升级。
To achieve industrial upgrading and construction of city is the objective need of economic development of the industrial cities in China.According to the needs of macro-policy objectives of＂guarantee growth,and promote transformation＂,priorities within the industry option are to build high-end industrial city,which is a realistic choice.However,according to domestic and international experience,the possibility of inter-industry upgrading is not lower than the intra-industry upgrading,and a greater degree of industrial upgrading and improving,and the trend is accelerating.Accordingly,the building of inter-industrial upgrading should be the strategic choice of high-end industrial city.Industrial upgrading path is the path of its evolution determined by comparative advantage.To construct high-end industrial city needs high levels of factors of production from the ＂natural capital＂ to ＂created assets＂ movement.
