摘要
江西省通过以"明晰产权、减轻税费、放活经营、规范流转"为主要内容的集体林权制度改革试点,建立林地要素市场,在发展农村土地产权市场方面作了有益的探索和实践。基于江西集体林权制度改革的实证研究,提出从加强宣传、提高农民的土地产权意识,合理调处、及时化解农地产权纠纷,完善管理、建立农村土地产权市场服务体系等方面入手培育农村土地产权市场;并探讨在农村土地产权市场失灵的情况下,政府采取有效的政策措施,优化农村土地资源配置。
The article based on the Jiangxi collective ownership of forests system reform＇s empirical study, proposed that from strengthens the propaganda, to raise farmer＇s land property fight consciousness, mediates, the prompt melt farmland property fight dispute reasonably, consummates the management, to establish aspects and so on countryside land property right market services structure to obtain to cultivate the countryside land property right market; and discusses in the countryside land property right market malfunction situation, the government takes the effective special operational policy measures, optimizes the countryside land resource disposition.
