On February 17, 2009, American President Barack H. Obama signed the American Recovery and Reinvestment Act of 2009 （ARRA）, which had an important historical significance. This act affected on American educational reform in the current situation of the economic crisis profoundly, and showed the direction of American educational reform in Obama＇s era.
