摘要
为寻求公路货运运营组织的最佳模式及其政府经济管制的最佳切入点,运用市场结构理论系统分析了公路货运企业规模经济特性,提出公路货运企业内部规模经济不显著而行业外部规模经济显著的观点;进而认为:公路货运最佳运营组织模式是各公路货运企业以市场为纽带实施横向一体化,政府经济管制的最佳切入点应该由价格和数量管制转移到引导、促进公路货运网络化运营模式的构建,构建公路货运网络化运营模式可以通过完整运输集成商集成基本货运业务、构建虚拟企业、大型公路货运企业内部一体化3种途径完成。
Based on the analysis of scale economy in highway freight operation, the author put forward the point that the way of freight enterprise's interior scale economy is not prominent, but the exterior scale economy is prominent. Accordingly, the most reasonable operating mode is that transportation enter- prises should be combined with market trade. The economic regulation of the government should pay at- tention to promoting the operation modes of net, not to price and quantity regulation. Building better op- eration modes of net can be achieved through three ways:perfecting the integration of basic freigh business, organizing dummy enterprises and integrating the interior functions in large-scale highway freight transportation enterprises.
