In all the production activities, broad cooperation is required in the process. Regulations and laws are the prerequisite of effective cooperation. The formation and cultivation of man-made forestry by the Dong in the lower reaches of the Qingshuijiang River, Guizhou Province have been successfully implemented because of the protection from the local regulations and taws of the Dong community, which are mainly manifested by the customary law of Dong Kuan. The forest resources are effectively exploited by such protections in the Dong area. The risks and uncertainties of such an economic activity mode are thus lowered to its maximum.
