摘要
本文分析了循环经济现有的三层次论的缺陷,并提出循环经济的四层次模式,即在园区层面与社会层面之间加入一个新的层面——跨区域循环经济层面,该层面更加关注制度建设、地方政府间的利益均衡和降低循环经济运作成本。因此,可以将园区层面与社会层面更好地衔接起来,与全社会的相似性更大,具有推广和指导意义。随着跨区域循环经济层面的提出,循环经济的整体思路和框架更加完整,无论在实践应用方面还是在理论方面都具有重要研究价值和意义。
This paper,aiming at an objection in the existing three hierarchies of recycling economy,presents the four hierarchies mode of recycling economy,that is,a new trans-region hierarchy is added between ecological industrial zone hierarchy and the social hierarchy,which is focused on regime construction,on local governmental balanced benefits and on reducing operation cost of recycling economy.This new hierarchy well connected to the ecological industrial zone and society has a bigger similarity with the whole society,of significance to spread and direct.The presence of trans-region recycling economy hierarchy makes the framework of recycling economy one integrity,vital both in practice and in theoretical study.
