摘要
国防科技作为国防经济运行中的重要组成部分，是国防经济系统中各种军用技术与军用装备的科学研究与开发利用，是国防生产的先导。同时也是国防经济运行的基础性经济活动。政府应当充分发挥自身的管理职能，对国防科技进行有效管理，使等量的国防科研投入获得尽可能多的国防科研技术成果和最大的社会效益。国防科技工业刚刚完成体制改革，文章在此背景下，重新思考政府的职能定位，以期使政府对国防科技管理发挥更大作用。
As an important part of the national defense economy, the national defense science and technology is scientific research and exploitation of military technology and equipment in the national defense economy system, the forerunner of defense production, and is also the basic economic activity of defense economic operation. The Government should fully play its own management functions, to obtain more national defense scientific achievements and maximum social benefits with same amount of national defense scientific research input. This paper rethinks the function orientation of government and aims to make the government play a greater role in national defense.
