摘要
目的初步探讨如何建立和建立怎样的军人发热疫情预警应急体系。方法结合治疗甲型H1N1流感的经验和体会,深入分析军人发热疫情预警应急体系的必要性、结构和方法。结果预警应急体系是预防控制军人发热疫情的客观要求,其中发热数据库和监测机制是基础,组织指挥是关键,技术队伍是根本,物资储备是保证,建设预警应急体系应立足质量和效率,充分利用信息技术,注重基础数据积累,加强制度和预案建设。结论发热疫情预警应急体系在预防与治疗甲型H1N1流感中发挥了关键作用,是应对军人发热疫情最有效和科学的机制,应当引起高度重视,深入研究,全面建设,形成完整体系。
OBJECTIVE To study preliminarily how to build and establish the warning and response system for the fever epidemic of military staff.METHODS The necessity,structure and constructing methods of the warning and response system for the epidemic with fever plague of military staff were deeply analyzed by reviewing literature and combining the data with our experience and understanding in the fight against influenza A（H1N1）.RESULTS The warning and response system was an objective demand for preventing and controlling the epidemic with fever of military staff,in which the databases for fever and the monitoring mechanism were the foundation,the organizing and commanding system was the key,the technical teams were the core,and the material reserves were the guarantee.We should establish the system through making full use of information technology,stressing on basic data accumulation,strengthening the construction of systems and pre-arranged plans,and aiming at the quality and efficiency.CONCLUSIONS The warning and response system for the epidemic with fever has played a key role in fighting against the influenza A（H1N1） and is the most effective and scientific mechanism for the epidemic with fever of military staff.We should pay highly great attention to,deeply study and fully build it,to form a complete system.
