摘要
近年来,由于政府的主导推动,社区建设开展的热烈而富有成效。但随着工作的深入,政府的社区管理陷入"两难困境",社区发展进程受阻。因此,应探索建立新的社区管理模式,如建立"一心一会一站"的社区管理模式;完善双向考核和监督问责机制,确保管理重心真正下移;优化社区治理结构,实现社区治理主体的多元化;加大政府投入力度,引导居委会资金来源多元化等等。
Community construction develops rapidly lately owing to efforts of the government. In spite of all this, a dilemma arises. Therefore, this paper argues for a new managing mode of the community construction with a complete mutual inspection system and responsibility mechanism. More efforts should be made to have the structure of community management optimized, community management diversified, and more investment channels esbablished.
