摘要
本文基于邀请的102位科技专家就《中国科技发展现状及对策》的问卷调查分析，针对事关发展全局的三大问题进行了剖析，提出对策性建议，即：如何确定符合我国国情和知识经济潮流的科技发展战略；如何协调科技体制改革与经济发展两者间的关系；如何最大限度地发挥现有人力资本的功能，使其成为科技与经济相结合的引擎．
This paper is based on the questionnaire survey and analysis titled 《The Situation and Countermeasures on Chinese Science and Technology Development》 in responsible with 102 scientific and technical perts. The analysis focuses on three questions which meet the development situation as a whole,and puts some suggestions for policy making. These questions include:How to determine the science and technology strategy in favor of Chinese national conditions and tide of knowledge -based economy, How to coordinate the relationship between the reform of science and technology and economic development,How to bring into play of existing function about human - capital in maximum, enable it to become the engine for joint of science and technology.
