摘要
高等教育市场化、社会化趋势的加剧与治理潮流的勃兴,要求各国公立高等教育系统在治理方面作出有效的调适。美国部分州在其公立高等教育变革中探索出来的特许学院模式,建构了一种共治型的大学外部治理架构和着眼于办学绩效的契约管理方式,以解决公立大学自治与问责之间的平衡问题,并在实践中取得了一定成效。作为一种公立高校办学与管理模式的创新,特许学院模式对公立高校的外部治理变革与创新提供了有益的启示。
The acceleration of the tendency of higher education marketization and socialization and the emergency of governance tide have proposed demand that the public higher education system of many countries should make an effective adjustment correspondingly in the governance aspect, The model of charter college explored by some U. S. States in their changing practice of public higher education has constructed a shared governance structure in the university's external governance and a contract management pattern based on the university's educational performance to resolve the problem of the balance between operational autonomy and performance responsibility and has achieved preliminary results during the practice. As a model innovation of the operation and management of public colleges or universities, the pattern of charter colleges provides some useful inspirations for the reform and innovation of public universities' external governance.
