摘要
针对民航运输的不正常情况之一———拉下旅客，从提高运输服务质量，减少承运人的经济损失的角度考虑，提出了解决拉下旅客这种问题的一些方法和建议。
In view of the failure to take passengers on board scheduled flights,one of the irregularities in civil air transport,the paper puts forward ways and suggestions for the solution of such problems with a view to improving the air transport service and minimizing the economic losses entailed on the carriers
