摘要
本文首先介绍了中国应对气候变化的林业行动框架、中国造林状况、造林就业特点以及一些造林就业实践,并基于造林用工量标准和投入产出法对造林及其后续管护活动的直接、间接和引致就业效应进行了测算,最后提出促进中国造林行动和农村林业就业的几点建议。研究表明,应对气候变化的造林行动能够创造出大量的绿色就业岗位,2005—2008年、2009—2020年累计可创造的植树造林短期标准直接就业岗位数(若植树造林以每人每年工作300天为基准)分别约为577万个和183万个;新增长期森林资源管护就业岗位数量为8.93~11.16万个和7.76~9.7万个;造林带来的间接和引致就业效应也较为可观。
The paper firstly introduces the framework of forestry actions to tackle the climate change;the status and mechanism of afforestation in China,and some practices to show the effect on employment by afforestation;Then further calculate the direct,indirect and induced employment created by afforest and the following forest management on the basis of the labor input standard and the input-output method;finally,it comes up with some suggestions to encourage the afforestation and employment.The research results show that,the afforestation action to tackle climate change can create vast quantities of green jobs;from 2005 to 2008 and form 2009 to 2020,the total number of short-term standard direct employment created by afforestation are approximately 5.77 and 1.83 million respectively,the number of new jobs for forest resources management is 89.3~111.6 and 77.6~97 thousand respectively;Meanwhile,the effect of afforestation on indirect and induced employment is also significant.
