摘要组织采购之职能,乃是采购对组织运行和成功所起的作用及其在组织中的地位。考察组织采购职能,不仅要研究组织采购职能的现状,而且要考察组织采购职能发展的历史。历史的考察能够揭示组织采购职能发展的一般规律及趋势,这对我们今天进行的公共采购管理改革来说尤为重要。
