摘要
受当前国际金融危机的影响,我国对外贸易遭遇前所未有的困难,如何扩大内需、扼制经济下滑成为中央和地方各级政府的首要问题,而初始资源配置是政府的一项重要职能。在社会资源量一定的约束下,通过预算安排使政府配置资源与市场配置资源一样具有效率,从而使整个社会资源配置达到帕累托状态。地方政府要改进资源配置的效率,最重要的是减少垄断,适度分权,提高社会参与资源配置的效率。
Under the impacts of the current international financial crisis, China＇s foreign trade has experienced unprecedented difficulties. How to expand domestic demand and curb the economic downturn has become the most important issue facing the Central Government as well as the local governments. The initial resource allocation is an important function of the government. When the amount of social resources is limited, the government can make the allocation of resources through the budgetary arrangements as efficient as the market allocation of resources so that the allocation of all the resources of the society will achieve the Pareto efficiency. If the local governments want to improve their allocation of resources, it is most important for them to reduce their monopoly, carry out proper separation of powers and improve their social participation and resource allocation
